Following an agreement between the Government of Monaco, the Department of Judicial Services, Monaco Telecom and the Monegasque association Action Innocence, a filtering system to block access to websites containing child pornography has been implemented.
The Government has decided to use the list of websites established by the Internet Watch Foundation, a foundation governed by English law which combats any illegal websites with respect to the legislation on child protection.
The filtering solution features a daily update of the list of websites containing child pornographic material.
Should a client attempt to log onto one of these sites, access is blocked and a message displayed on the client’s computer stating the reasons for such a blockage (cf. appendix).
In addition, the Monaco Department of Public Safety's website (www.police.gouv.mc) enables internet users who wish to do so, to inform the authorities of any websites containing child pornography with a view to instigating judicial proceedings.
A precursor in implementing this solution to provide protection against child pornography, the Principality is asserting its will to protect the dignity of children. The system has been operational since 15th April 2009.
