Publication of the first public report by the Supreme Audit Committee


The Journal de Monaco dated 13th March 2009 has published, in its appendix, the 2008 annual public report by the Principality’s Supreme Audit Committee.

The report, which was presented to H.S.H. Prince Albert II by Mr James Charrier, President of the Commission, prior to its publication, marks an important step forward for the supreme audit institution set up by the Monegasque Constitution in 1962.

With the implementation of the Sovereign Order of 2nd July 2008 pertaining to the Supreme Audit Committee, which replaced the initial text of 1968, the Committee established for the first time "an annual report in which it is to present the main findings and observations from audits it has carried out on the accounts and management of the State and public organisations over the past year”.

After dealing with the Committee’s activities in 2008, this year the public report sets out the findings, observations and recommendations it presented in its reports concerning the State (for year 2006), the municipality (2005 and 2006) as well as various public establishments (Sainte Dévote Residential Home, Social Services Office, Social Welfare Office, Monaco Scientific Centre for 2003 and 2006)

The obligation for the Supreme Audit Committee to present and to publish a report on its activities on a yearly basis reinforces its status as a supreme independent audit institution, particularly vis-à-vis the criteria established by international organisations (INTOSAI, EUROSAI, AISCCUF) which group together these institutions. The Committee also contributes towards the desire of the Sovereign Prince and his Government to assert, in particular at an international level, the solidity and quality of the quality of institutions in the Monegasque State.
